Shining Hill Psychiatric Facility is a psychiatric institution located in south-eastern Vallastaar near an active volcanic region. Officially a treatment centre, it is one of the most controversial and misunderstood institutions in Drobec.
Founded by Vaughn Foster and his wife Garrett Foster during Drakkesburg's Second Era, Shining Hill was created in response to growing social instability, violent crime, and the increasing need for mental health treatment in a rapidly expanding society.
Today, the facility serves both short-term and long-term patients, including individuals whose conditions are difficult to diagnose due to the existence of genuine mental attacks, anomalous influences, and species-specific psychological differences.
While many people consider Shining Hill the worst place a person could end up, others view it as one of the few places in Drobec where unusual people can exist without judgment.

Founding History -
The roots of Shining Hill can be traced back to First Era Drakkesburg.
During that period, frequent creature attacks and environmental instability made ordinary life stressful. Bars and social gathering spaces became important community support systems because they gave people somewhere to decompress and recover from constant pressure.
As Drakkesburg entered its Second Era, population growth brought new challenges. Violent crime increased, social problems became more visible, and the need for organized mental healthcare expanded.
Recognizing this problem, Vaughn and Garrett established Shining Hill.
The early facility resembled a conventional psychiatric hospital. However, practitioners quickly discovered that treatment could not be standardized. Different species responded differently to medication, therapy, environmental conditions, and social structures. The institution became a major centre for experimentation and research as staff attempted to determine effective treatments across Drobec's diverse population.
Some of these early methods would later become controversial, though many were developed out of necessity rather than malice.

One of Shining Hill's greatest challenges is determining what is actually wrong with a patient.
Unusual behaviour can originate from mental illness, trauma, or neurological conditions.
However, that assumption is unreliable.

This approach often makes outsiders uncomfortable.
Many residents, however, find the honesty refreshing.

Kasa Fierro -
Perhaps the most infamous patient ever associated with Shining Hill.
By age seventeen, Kasa Fierro had killed over two hundred people, with most deaths occurring during large-scale massacres.
Her presence alone contributed significantly to the facility's public reputation.
Despite her notoriety, Kasa is not considered a long-term resident.
Quinn Fierro -
Twin sister of Kasa Fierro.
Unlike her sister, Quinn does not possess a history of such extreme behaviour.
She remains a long-term resident by choice.
Quinn has stated that she feels safer within Shining Hill than outside it, making her an example of the facility's role as a community rather than simply a hospital.
